A Comparison of Legislative Climate Change Targets in the 110th Congress
This World Resources Institute's analysis of emissions targets and cumulative emissions budgets attempts to objectively, fairly and accurately compare GHG reductions from explicit carbon caps and complementary policies contained in climate proposals submitted in the 110th Congress.
Climate Change 101 - Cap and Trade
There are a variety of policy tools to reduce the greenhouse gas emissions responsible for climate change. This installment of the Climate Change 101 series explains how a cap-and-trade program sets a clear limit on greenhouse gas emissions and minimizes the costs of achieving this target. By creating a market, and a price, for emission reductions, cap and trade offers an environmentally effective and economically efficient response to climate change.
Economy-wide Cap-and-Trade Proposals in the 110th Congress Includes Legislation Introduced as of May 30, 2008
Legislation in the 110th Congress Related to Global Climate Change
As the scientific evidence of climate change has mounted, so has Congressional activity. Members of the 110th Congress (2007-2008) are introducing legislation related to global climate change at a faster pace than any previous Congress. As of July 2008, lawmakers had introduced more than 235 bills, resolutions, and amendments specifically addressing global climate change and greenhouse gas (GHG) emissions-compared with the 106 pieces of relevant legislation the previous Congress submitted during its entire two-year (2005-2006) term. The Lieberman-Warner Climate Security Act, debated in the Senate during the week of June 2, 2008, became the  first greenhouse gas cap-and-trade bill to come to the Senate floor through regular order. This site presents a full selection of Pew Center resources on Lieberman-Warner, including bill analysis and a complete overview of the floor debate.  In the House, the Energy and Commerce Committee is also preparing climate change legislation and has produced white papers concerning key issues of comprehensive climate change legislation. The Pew Center issued a response to the paper concerning competitiveness and developing country engagement.
Senate Briefing on Carbon Market Design & Oversight in a U.S. Greenhouse Gas (GHG) Cap-and-Trade System
As Congress debates climate change legislation, one of the most critical yet least discussed issues is the development and oversight of a well-functioning carbon commodity market.  This briefing will frame and discuss many of the central issues in this process, including: overall market design, options for the choice of regulator, the role and importance of the derivatives market, the role of the Over-the-Counter (OTC) market, and the types of rules and enforcement necessary to prevent market manipulation and abuses.
